Local
Cultural Policy
In order to support the localization of Anatolian cities in the field of art and culture, Anadolu Kültür had launched its "Local Cultural Policies" programme in November 2004. This programme combines different institutions and cities together with the aim of supporting the existing art and cultural programmes of the local governments. It also has the aim of activating the civil initiatives for taking part in decision-making processes. In order to develop a collaborative environment for strategy planning and resource utilization, Anadolu Kültür has been organizing meetings together with municipalities, governorships and civil society initiatives in Anatolian cities.
In November 2004, in the meeting which took place with the participation of the representatives of art-culture institutions, governorships and municipalities, the Ministry of Culture and Tourism, different culture and arts organizations, and artists from Istanbul, the first steps of the "Local Cultural Policies" programme were taken. The programme initiated its activities with the aim of facilitating the locals to identify the priorities of the cities in terms of art and culture for the development of participatory local cultural policies.
The first steps were taken in Kars and Kayseri, and continued with the involvement of Canakkale, Mersin, Edirne and Antakya. In these cities, focus group studies were conducted, and meetings were organized for discussing the priorities of the cities with the participants from local governments and civil society and for sharing the ourtcomes of the studies. Between 2004- 2007, the programme had been implemented with the partnership of Istanbul Bilgi University and Istanbul Foundation for Culture and Arts (IKSV), as well as having the support of European Cultural Foundation.
Currently, the Local Cultural Policy programme continues its activities in Antakya, Canakkale and Kars, with the support of the Netherlands Ministry of Foreign Affairs MATRA fund and with the partnership of Istanbul Bilgi University, Boekman Foundation and European Cultural Foundation under the name of: "Invisible Cities: Building Capacities for Local Cultural Policy Transformation in Turkey".
